Abstract

In Malaysia's construction firm, the construction teams of a developer and a contractor play their own roles in different working realms. The term of a construction team is clarified as embodying the developer, contractor and architect. The construction teams of developer and contractor differ from the aspect of responsibilities, cost control system implemented and contractual relationships within project delivery system which cause the conflict issues. The main objective of this research regarding the developer and contractor is to investigate their respective responsibilities, to identify the cost control system implemented and to determine their inter-contractual relationships within project delivery systems. The research is carried out through literature review and questionnaire method. Based on the literature review, seventeen different duties of developer and contractor are outlined. The purposes, outputs, importance and concepts implementing cost control system and their contractual relationships within the Traditional, Turnkey and Construction management method are determined too. The questionnaire method is conducted with distributing questionnaire of 30 questions to 50 respondents from developer and contractor firms through site visit. Based on the data and information collected, the major differences between a developer and a contractor are found out according to the aspects of developer's and contractor's work tasks, the functions of cost control system from developer's and contractor's point of view and inter-relationships between the developer and contractor beyond the three project delivery system. The problem of argument and conflict will tend to be reduced when both of the developer and contractor are being more focuses and concerns on these aspects.
