Abstract

Public-private partnership (PPP) was an arrangement that involves the collaboration between the government and the private sectors for the development of the public infrastructure project. PPP was introduced to ease the financial constraints faced by the Malaysian government during the development of public infrastructure. However, the adoption of PPP was not that effective and efficient due to many challenges faced by the government during the pre-contract phase, construction phase and the operation stage of the public infrastructure. This research was to identify the major challenges faced by the Malaysian government during the adoption of PPP. This research was an exploratory research and interview was used as the research method in this research. In this research, expert sampling was used as the sampling method. This sampling method was selected due to this research need the viewpoint of people with high degree of knowledge and with certain experiences in the research area. The targeted interviewees for this research were the government staffs who involved in the developing of public infrastructure projects through PPP. The data collected was used to address the research problem in this research, which was the challenges faced by the Malaysian government during the adoption of PPP. The major challenges were able to identify through the data collected. Though identifying all the major challenges faced by the Malaysian government during the adoption of PPP, the private sectors able to understand and help the government to mitigate such challenges and enhance the efficiency of the PPP projects. In the other way round, the Malaysian government able to take certain precautions to diminish such challenges and ensure that the public infrastructure project able to realizing the best value of money for the projects.
