Abstract

Procurement is about the process to acquire building facilities (Khairuddin, 2002), the processes from the initiate of the project until the end of the project, which are the completion and handover the project to client. Difference procurement method had been create and each of the method have various style in processes. Each procurement method had its own characteristic to fit difference type of project (Khairuddin, 2002). Unsuitable procurement method will bring the project to failure. Firstly, traditional procurement method had been widely practiced by both the public and private sectors to develop their projects. It admire by client due to the power of controlling (Rashid et al, 2006). Until 1990s, Malaysia adopted a new procurement method due to the requirement of recent construction project, which are more complexity and in high professionally. Design and Build procurement method was first implement in the Public Works Department by the Malaysia Prime Minister. Design and Build procurement method has gained advance from the time and cost saving reputation. The characteristic of Design and Build is contracting the project to a single organization that is going to responsible for the design, management, engineering service and commissioning (NG W.S. and AMINAH, 2006). Therefore, it is contain more risks than the other does. Risks are inherent to any of construction projects. The success or failure of any venture depends on how risk can dealt with. Therefore, in order to reduce the risk, this project dissertation are been carried out.
