Abstract
Construction delays are described as projects that are unable to be finished by the contract's timeframe. The aim of the research was to identify the cause of delays, impacts if delay occur, and effective construction planning in order to reduce delays in residential construction projects in Penang. In this study, a literature review and a questionnaire survey were used. Literature review and questionnaire survey was used in this research. The literature review identified ten factors that contribute to causes of delay, fifteen effects of delay, and fourteen good construction planning to avoid delays in residential construction projects. Employer, contractor, consultant, and project manager were among the respondents who received the questionnaire survey. Finally, the study's objectives were met with great success. Poor management by contractor, unprofessional construction method performed by contractor, inability of client to finance and make payment for completed project, interference by client and alteration in drawing are the most 5 factors causing delay in construction project. Delay of client from receiving their profit, dispute between the contracting parties, delay by client for repayment loan, Extension of time of project and abandonment of project are the five common effects of delay in construction project. The most effective mitigation procedure to prevent construction delay are identified which are the client must employ the right people with the right skills to finish the job, the contractor must ensure enough labor is available for work to boost productivity, contractor should take effective follow-up steps to boost their efficiency, budget management processes, and work quality, payment must be made to all parties on time, when supplying construction materials accommodation parts and machinery, contractors must adhere to specific regulation.
