Abstract

Implementing a Public-Private Partnership (PPP) housing programme is an effective technique for economic expansion and a development initiative that provides affordable housing. During the implementation phase of PPP housing, management is a critical factor influencing the success or failure of Malaysian PPP housing projects. Therefore, the aims of this research were looking into the methodologies, techniques, risks, and challenges encountered during managing the implementation phase of PPP housing projects in Malaysia. The data have been analysed using SPSS software such as the Garrett Ranking Method, Cross Tabulation, Cronbach’s Alpha Reliability Test, Friedman Test, Frequency and One Way Anova. As a result, highlighted that , the major contribute to affordable housing policy and the driving factor for public sectors to adopt the PPP approach is "value for money." However, the emphasis is on profitability to entice the private sector to adopt the PPP approach. According to the findings, developers face several challenges and risks during the implementation phase. "Long-term planning," "legal and contracting knowledge," and "communication skills" are categorised as the best project management strategies for overcoming these challenges in PPP. Aside from that, establishing appropriate KPIs was an effective strategy for ensuring the PPP's success. The important of this research will assist the partnership's practical management approaches in response to challenges and risks encountered during the implementation phase of PPP housing in Malaysia
