Abstract

Value Management has gained much recognition in Malaysia after the issuance of Value Management circular (VM) 3/2009 by Economic Planning Unit (EPU) of the Prime Ministers Department together with the Construction industry Development Board (CIDB) to ensure government implements better value-for-money approach in public projects which exceeds 50 million in contract sum. As a result, 71 public projects implemented Value Management and achieved 23.53% savings on total cost (Ahmad, 2011). Therefore, Value Management can be used to ensure that high rise building construction in Malaysia can achieve more value-for-money in their construction process. The aim of this research is to determine the key enhancements which is needed to overcome obstacles faced in implementing value management for the construction of high rise buildings in Klang Valley. The objectives of my research are to determine the obstacles faced in implementing value management for the construction of a high rise building in Klang Valley and to determine key enhancements towards the future implementation of value management for future construction of high rise buildings in Klang Valley. The objectives of the research are achieved by literature review and interviews. Literature review was be carried out by obtaining information from journals, websites and reference books. The interview was be conducted among construction personnel who have implemented Value Management for high rise building construction in Klang Valley Keywords: High Rise Building, Malaysia Construction industry, Value-For-Money Construction, Value Management.
