Abstract

This project is a group project. The aim of this project is to develop an automatic number plate recognition system that can read vehicle license plate number correctly. This system is designed for the purpose of the security and it is a security system. This system helps in the functions like detection of the number plates of the vehicles, processing them and using processed data for further processes like storing, allowing vehicle to pass or to decline unauthorised vehicle. This system also helps to conduct the graphic images of the vehicles which can be further stored in the database in text format reducing size of data to be stored. This project breaks into two parts: Image Processing (carried by author's project partner) and Optical Character Recognition. Author is responsible for Optical Character Recognition (OCR). The job is to code a system that could recognize and read characters from an image based data. The programming software used is MATLAB 7.8.0 developed by MathWorks and software that used to design characters is Adobe Photoshop CS3. All the alphabetic and numeric characters' font have to be designed and saved as templates for OCR system to compare with given image based data. The OCR system is activated after a binarized image data with noise filtered has processed by image processing. OCR system would detect the image line by line to identify if there is a character, then perform data comparing to compare input data with those templates. If any data is found to match with sample in templates, hence the character would be assigned as a text. As an output, an image based character has been read and transform into text form based character.
