Abstract

This dissertation is about exploration of the government’s delivery system in Malaysia, the implementation of CCC issuing system by the professionals. CCC issuing system come in force on year 2007 and it is a norm that the parties tend not fully adapted to the new changes because it is inconvenience to change the existing nature and implementation of work. Every local authority do not have a standardize method to implement the CCC. Each LA has set its own guideline from the point of submission to the final issuance of CCC. Due to that reason, this research is carry out and three objectives of are set, which are to: a. compare the implementation of CCC issuing system from different local authorities; b. determine limitations of the CCC issuing system; and c. propose recommendations to improve the CCC issuing system. A total of fifteen interviewees been interviewed at different local authorities within Kuala Lumpur and Selangor states in order to gather some facts and opinions. Results from the interviews are being analysed and discussed by having comprehensive comparison and comments between literature review and the facts. As a conclusion, results and findings from the research showed that there are some points which are well supported in whereas others not fully supported by the interviewees. To paraphrase, not all the theories from literature are well accepted. Due to time constraint, there is still a need to further on the research related to this topic for the benefit of building delivery system and as a knowledge as a whole in the development of building delivery system.
